Testimony: Waluga Neighborhood Association unanimously opposes shuttering LGE

TESTIMONY

Waluga Neighborhood Association Board

The Waluga Neighborhood Association Board unanimously voted to OPPOSE any final recommendations and decisions to permanently close and shutter Lake Grove Elementary School (LGES) at it’s present location. To be clear, our vote also includes opposing permanently moving LGES students and staff to Uplands School.

However, we do understand when LGES is finally “rebuilt” on it’s current site as originally planned in the third school bond measure, students and staff will be temporarily “housed” at Uplands “swing” school. Rebuild expectations should be similar to Lakeridge Middle School, River Grove Elementary School and Lake Oswego Middle School and eventually Forest Hills Elementary School.  

Our unanimous vote also includes retaining the existing two ball fields and adjacent playground and equipment on the LGES property.

Additional Waluga Neighborhood Association Positions and Information

  • The School District’s Maintenance Facility at LGES site should remain where it is located since the school bus facility is being relocated to Lakeview Blvd. 
  • The World Language School (WLS) should not be moved from the Palisades Elementary School site.
  • The School District’s Administration and CTP buildings should be remodeled and/or rebuilt at their original location at LOHS.   
  • Unknown to many, there are raised garden beds. a small greenhouse and a seating area for students to gather and learn about plants and gardening.These little known appreciated amenities are located to the rear of LGES and are accessed from Douglas Way. All of these positive and timely amenities were the result of a LGES former principal, teachers, students, parents and Waluga Neighborhood Association volunteers.  
  • Closer to Douglas Way nearest the District Maintenance building, many native vegetation were planted and cared for by a Lake Grove Neighborhood Association resident with the help of LGES students last Spring.
  • Do not consider leasing or renting all or part of the LGES property.      
  • The City-wide library with all of its services should remain at its present site at 4th street in downtown Lake Oswego.Utilize the newly renovated LO Adult Community Center more for library and community center uses.  
  • The City’s proposal for a new west side Community Center on the LGES property should NOT be considered. 
  • Waluga Neighborhood Association’s roadways and other infrastructures is NOT prepared to take on the additional negative traffic impacts with a new Library and Community Center. Their operating hours and number of days far exceed the M-F use of LGES. Waluga Neighborhood Association will never support reclassifying our neighborhood roads for higher use, especially Quarry Road as stated in our City approved neighborhood association plan and by our current board. .     
  • The City’s proposed ideas are truly a flawed “partnership” plan with the LO School District. However, this partnership promotion is being widely marketed to the community.  
  • Our Neighborhood Association Plan and the Lake Grove Village Center Plan state that LGES is a valued, beloved, vital and integral part of our association and the Lake Grove community.
