Bond Dev Committee recommends rebuilding Lake Grove Elementary onsite as part of no-tax-increase capital bond renewal package

The Bond Development Committee presented these recommendations at the February 24, 2025 School Board Meeting.

Invest in Resilient Schools for Safety, Health, and Security

To Graduate Our Students Career and College Ready
Total Bond Investment: $235 Million, Maintaining Current Tax Rate

Replace Failing and Obsolete Systems – $80,120,000 

To ensure our schools remain safe, functional, and well-maintained, this bond would fund repairs or replacements for failing and obsolete systems across the district. This bond would:

  • Replace heating and cooling systems
  • Repair interior and exterior surfaces
  • Upgrade electrical and plumbing systems
  • Strengthen security systems
  • Restore outdoor and recreational spaces
  • Replace furniture, fixtures, and equipment
Replace Oldest Elementary Schools – $119,100,000

Our two oldest elementary schools, built 75 years ago, are rated in poorest condition. Given extent of necessary repairs and improvements, replacing them is more cost-effective than remodeling. This bond would:

  • Construct new school buildings for Forest Hills Elementary, built in 1946, and Lake Grove Elementary, built in 1949, at current sites
  • Support best practices in education
  • Implement sustainable and highly efficient building construction and operations
  • Construct to immediate occupancy standards to withstand a significant seismic event
  • Make right of way improvements to parking lot, sidewalks, and neighborhood traffic patterns
Address Essential Capacity Needs — $29,980,000

Our inadequate and aging Career and Technical Education (CTE), Science, Technology, Engineering, and Math (STEM), Community Transition Program (CTP), and Palisades World Language School facilities fail to meet essential educational needs. This bond would:

  • Repurpose and expand CTE/STEM spaces at both high schools, equipping students with necessary experience for career and college
  • Purchase and renovate a home near work and public transportation for CTP, which supports students ages 18-21 with developmental delays in the mild to moderate cognitive range 
  • Add classrooms and repurpose spaces at Palisades, built in 1959, to support a fully functioning elementary school
Repurpose Available Facility to Consolidate District-wide Services – $5,800,000

Our Central Office, built in 1961, and Facility Operations Warehouse, built in 1971, are among the oldest district facilities and are rated in the poorest condition. These buildings cannot house all administrative and support functions, requiring our district to rent additional spaces using operational budget. This bond would:

  • Reconfigure Uplands Elementary School to consolidate district-wide services — including superintendent, business services, capital bond, communications, curriculum and instruction, human resources, student services, and teacher and staff development; eliminate rental costs; and create operational efficiencies.
  • Demolish Central Office and Facility Operations Warehouse buildings, clearing space for school use.

Addendum

Failing and obsolete systems in need of replacement in schools across the district

[Editor’s note: Forest Hills and Lake Grove Elementary are excluded from these items due to the proposed rebuilds. See recommendation document for full scope per school.]

We are committed to addressing Priority 1 and Priority 2 repairs with the available funding. Following is a list of identified priorities at each of our schools. Please note that specific projects may change if new, higher-priority repairs are required.

  • Lakeridge High School, Built in 1970
  • Lake Oswego High School, Built in 2005
  • Palisades Elementary, Built in 1959
  • Hallinan Elementary, Built in 1980
  • Westridge Elementary, Built in 1980
  • Oak Creek Elementary, Built in 1991
  • Lakeridge Middle School (built in 2020), River Grove (built in 2024), Lake Oswego Middle School (to be completed in 2026)
  • Excluded due to building replacement: Forest Hills and Lake Grove Elementary Schools
